June 16, 2026 – Hamilton, NJ – Berkley Accident and Health, a Berkley Company, is pleased to announce the appointments of Rob Hoyt, Jason Rubinstein, and Ray Cho as Regional Sales Managers. These strategic additions will support the business’s continued growth and expansion of its EmCap programs and Employer Stop Loss (ESL) products across key regions in the United States. 

Rob Hoyt joins Berkley Accident and Health covering Kentucky, Tennessee, Alabama, and Mississippi. Jason Rubinstein will lead efforts in the New York and New Jersey market, while Ray Cho will focus on Alaska, Idaho, Montana, Oregon, and Washington. In their roles, all three will be responsible for driving growth and developing new Captive programs and Stop Loss relationships with brokers in their respective regions.

Rob Hoyt brings experience working with large brokerages , specializing in group medical captives and traditional Stop Loss solutions. He resides in the Memphis, Tennessee area and graduated from Southwest Tennessee Community College. 

Jason Rubinstein brings deep experience in employee benefits consulting, with a background spanning brokerage and Captive environments. He lives in Pennsylvania, close to Trenton, NJ, and is a graduate of Penn State University. 

Ray Cho brings a combination of broker and carrier experience, most recently serving as a producer. A graduate of the University of Washington, Ray is based outside of Seattle, Washington.
